Policies such as port visas, 24/72/144-hour transit visa exemption, Hainan visa exemption, Shanghai cruise visa exemption, 144-hour visa exemption for foreigners from Hong Kong and Macau to enter Guangdong in groups from Hong Kong and Macao, and Guangxi visa exemption for ASEAN tourist groups are suspended. Entry with diplomatic, official, courteous, and C visas will not be affected (only this). Foreigners who come to China to engage in necessary economic, trade, scientific and technological activities, as well as emergency humanitarian needs, can apply for visas from Chinese embassies and consulates abroad. Entry of foreigners with visas issued after the announcement will not be affected.
Announcement on September 23, 2020: Starting at 0:00 on September 28, 2020, foreigners with valid Chinese work, personal affairs and group residence permits are allowed to enter, and relevant personnel do not need to reapply for visas. If the above three types of residence permits held by foreigners expire after 0:00 on March 28, 2020, the holders can apply to the Chinese diplomatic missions abroad with the expired residence permits and relevant materials provided that the reason for coming to China remains unchanged. Then at the end of 2020, the Chinese Embassy in the United Kingdom issued the “Notice on Temporary Suspension of Entry for Persons in the UK with a Valid Chinese Visa and Residence Permit” on November 4, 2020. Note that the visas of foreigners in these countries between March 28 and November 2 did not lose their validity, but the local embassies and consulates did not allow these foreigners to go to China directly, and they would not get a health declaration (later changed to HDC code). In other words, if foreigners from these countries hold the above three types of residence or visas between March 28 and November 2, they can enter other countries (such as the United States) to go to China.
